Although this quest's phrasing is a little difficult to understand, the answer is really quite simple. Frost and Fire Emitters are located near to the Steward Construct. Fuse a Frost Emitter to your shield after obtaining one. Next, light the campfire by using Ultrahand to pick up a Flame Emitter, placing it in front of it, and hitting it.

After completing this, go to the adjacent body of water. With the Frost Emitter, remove your shield and utilize it to form an ice block. Using Ultrahand, retrieve it and return it to the Steward Construct. You will see that the build has three square-shaped holes behind it. All you have to do is insert one ice cube into each of them. You may need to reshape them before they fit in the hole since they are various sizes, thus you might need to melt the ice block over the fire. You'll have to start again and create another block of ice until it's just perfect if you melt it too much.
