It doesn't matter whether you ask her to accompany you after saving Mitch or if you advise she remain with him. Inform Saul that it wasn't Panam's fault when he shows up with the cavalry toward the conclusion.

Panam will call you with her first side task after this one. But you'll have to wait for a bit.

The Riders on the Storm: Cyberpunk 2077

It will be your task to rescue Saul from the Wraith's camp during this side mission. Say "We're chooms, that's why" when Panam admits she's not sure why she felt she could rely on you. Choose the option to be silent while she explains the strategy. Finally, you need to say yes when she requests to ride with you.

The following decision is made at the camp, after you've rescued Saul, when you're chatting with Panam. Make sure you take her side and choose "Shitty idea, Panam is right." Then lift your glass and make a toast to haboobs. Inquire on her satisfaction with her stay and advise her to remove her shoes. When the time is right, give her a pat on the thighs. Although she may reject your approach, it's the wise decision.

This one is about pilfering an expensive car. Don't tell Saul about Panam's plot. Say "yes" and go on a ride with her while she explains the idea to the others.

Then recommend that you omit the tiptoeing. Select "So far, so good" and "What makes it different for me?" after that. Put your hand on hers and advise her to trust her instincts the next time.

Around the campfire, more decisions are made. Find out whether she worries about Saul from her. When you say you're going to bed, choose the option to cuddle up closer while acting chilly. As soon as this mission is over, the next one will begin.

A side quest called Queen of the Highway

As you enter the Basilisk tank, inquire as to whether it was previously operational. Say that the tank is comfortable and warm when Panam asks how you feel about it. After the shooting exercise is over, she will resume discussing impulses. Things will become hot and steamy if you let Panam touch you.

Unless, of course, you encounter the glitch that prevents you from finishing the mission. Basically, you can't communicate with Panam in the game. The good news is that the problem has been fixed by the devs quite some time ago. The bad news is that your whole save is messed up if you run into the problem right now. Restarting the game is your only option.
